Strategies for increasing energy conservation and energy efficiency in various sectors and areas of the Russian economy - key areas of socio-economic development. In order to fully evaluate the experience in energy conservation and energy efficiency, it is necessary to find out when people first started paying attention to this activity. Therefore, the author of the article analyzes different interpretations of energy saving and energy efficiency, describes first attempts and adopted agreements (documents) on introduction in the system of energy saving and energy efficiency. In Russia, energy efficiency can become the basis of economic success, as inefficient use of energy in the energy sector hinders sustainable and dynamic growth of GDP.
