«Social impact projects» as a mechanism for implementing impact projects adapted to the Russian market

Abstract (English):
The purpose of the article is to highlight the features of organizing a pilot testing of the mechanism for implementing social impact projects in the Russian Federation. The scientific novelty lies in the results of the analysis and comparison of the generally accepted (international) mechanism for implementing Social Impact Bond (hereinafter referred to as SIB) and the mechanism adapted to the project (program) practice of implementing social events in the Russian Federation - social impact projects (hereinafter referred to as PSV). The main part of the article is divided into four main sections. The first section is devoted exclusively to the international experience of implementing SIB. At the same time, the stages of implementing the SIB mechanism with an expanded specification of stakeholders are presented schematically, and the advantages of using this mechanism are determined for each of them. In addition, common international industry areas for implementing the SIB mechanism are provided with a link to current operating organizations. The second section of the work is devoted to the domestic practice of implementing the adapted version of the SIB mechanism in the Russian Federation - PSV. As part of the analysis, the stages of implementing PSV were also schematically presented with the identification of all stakeholder groups, focusing exclusively on the regulatory framework and data provided by the main operator of PSV in the Russian Federation - VEB.RF. The final part of the study was devoted to determining the advantages of using this pilot project by the regions of our country. Particular attention was paid to the volumes of attracted investment funds, and additional industry-specific specification of the implemented (planned for completion) projects (programs) was carried out. In conclusion, the authors, focusing on current domestic publications, formulated proposals aimed at the hope of prolonging the use of this mechanism for implementing social projects, by eliminating the errors already identified based on the information received about completed projects (programs).
