Дана характеристика депопуляции населения в России, прогнозные значения демографических характеристик к 2046 г. Проведено различие между понятиями «демографическая политика» и «семейная политика». Показано, что в качестве теоретико-методологической основы проведения семейно-демографической политики должна быть не теория демографического перехода, а концепция институционального кризиса семьи. Рассмотрены основные положения Стратегии действий по реализации семейной и демографической политики, поддержке многодетности в РФ до 2036 г., взаимосвязь Стратегии с государственными программами и национальными проектами, новые меры демографической и семейной политики в РФ и субъектах России в 2010-2020-е годы. Приведены примеры проектов на Демографической платформе РФ и участие в них пилотных регионов России. Проведен анализ суммарного коэффициента рождаемости в регионах Центрального федерального округа. На основе анализа Концепции семейной политики Ярославской области раскрыты основные проблемы функционирования современной семьи. Отражены механизмы и ресурсы реализации данной Концепции, решаемые группы задач. На примере Региональной программы по повышению рождаемости в Ивановской области на 2023-2025 годы показаны источники финансирования семейно-демографической политики в регионе, связь с государственными программами и ее новые меры, классификация мер поддержки отдельных категорий женщин и семей. Негативные демографические тенденции вызывают необходимость реализации комплексной и системной государственной политики, направленной на создание дополнительных стимулов к рождению детей, особенно у молодых семей до 25 лет, инструментов всесторонней поддержки семьи на всех ее этапах (создания, рождения и воспитания детей, перехода в старшие возраста). Комплекс мер касается всех сфер, которые влияют на рождаемость, смертность, ожидаемую продолжительность жизни, качество жизни семей с детьми, жилищную политику, территориальное (пространственное) развитие России.

The article describes the depopulation in Russia and the projected demographic characteristics by 2046. Indeed, we distinct the concepts of «demographic policy» and «family policy». However, the theoretical and methodological basis for family demographic policy should be the concept of the institutional crisis of the family. The paper considers the main provisions of the Strategy of Action for the implementation of family and demographic policy, support for large families in the Russian Federation until 2036, the relationship of the Strategy with state programs and national projects, new measures of demographic and family policy in the Russian Federation in 2010-2020. The research provides the projects on Russian Federation Demographic Platform and the pilot regions. Moreover, the research presents the analysis of the total fertility rate in the Central Federal District. Based on the analysis of the Family Policy Concept of the Yaroslavl region, we reveal the main issues of the modern family and consider the mechanisms and resources of concept implementation. The example of the Regional Programme to Increase Fertility in Ivanovo region for 2023-2025 shows the sources of funding for family and demographic policy in the region, the connection with state programmes and its new measures, the classification of support measures for certain categories of women and families. Negative demographic trends necessitate the implementation of a comprehensive and systematic government policy aimed at formation of additional incentives for having children (especially for young families), and tools for comprehensive family support at all stages (marriage, birth and upbringing of children, and the transition to old age, etc). The measures concern with all areas affecting fertility, mortality, life expectancy, living standards for families with children, housing policy, and the territorial (spatial) development of Russia.
