Данная работа представляет собой отклик автора на материалы докладов и дискуссии на III Орловском международном экономическом форуме на тему «От мобилизации экономики и экономической независимости России к социальному государству». Автор разделяет итоги их анализа, но отмечает, что в них не были указаны главные основания и факторы, теоретико-идеологические ошибки, которые лежат в базисе сложившейся ситуации. На восполнение этого и направлена данная работа. На основе концепции ноосферного социализма прогнозируется выход России из эпохи рыночного геноцида и её становление в 21 веке в качестве лидера ноосферного прорыва человечеств.

This work is the author's response to the materials of reports and discussions at the III Orel International Economic Forum on the topic "From the mobilization of the economy and economic independence of Russia to a social state." The author shares the results of their analysis, but notes that they did not specify the main reasons and factors, theoretical and ideological errors that underlie the current situation. This is what this work is aimed at. Based on the concept of noospheric socialism, Russia is projected to emerge from the era of market genocide and become the leader of humanity's noospheric breakthrough in the 21st century.
