Российская экономика столкнулась с серьезными проблемами: дефицитом рабочей силы; экономическими санкциями, затрудняющими внешнюю торговлю; высоким износом основного капитала. Экономическая политика российского руководства непоследовательна: стремление наращивать инвестиции в основной капитал сопровождается их искусственным сдерживанием посредством монетарной и финансовой политики. В публикациях высказываются различные предложения по внесению изменений в содержание экономической политики, но недостаточное внимание уделяется объективным возможностям ускорения обновления основного капитала как основы решения экономических проблем. Цель исследования: определить возможности роста экономики России в 2024-2030 гг. на основе ускорения обновления основного капитала. Задачи: определить источники ускорения обновления основного капитала; построить объективно возможные траектории развития российской экономики в 2024-2030 гг., отличающиеся разной скоростью обновления основных средств; оценить влияние ускорения обновления средств труда на экономическое развитие; определить условия реализации потенциала экономического роста и необходимые для этого меры государственного регулирования экономики. Использовались методы математической статистики и имитационного моделирования. Информационная база: данные официальной статистики. Результаты. Построены две объективно возможные траектории развития экономики России на период 2023-30 гг., отличающиеся скоростью обновления основного капитала. Установлено, что траектория с более высокой скоростью обновления капитала обеспечивает значительное ускорения экономического развития, существенно ослабляет зависимость страны от импорта оборудования и экспорта сырьевых товаров даже при сокращении общей численности занятых. Выводы: для реализации потенциала экономического роста необходимы изменения в отношениях собственности, в системе власти и управления; их суть – в формировании элементов народнохозяйственной планомерности посредством индикативного планирования, внешнеторгового и валютного регулирования, национализации «командных высот» экономики. Область применения результатов – исследование вопросов общественного воспроизводства и экономической политики государства. Направления будущих исследований: детализация имитационных моделей российской экономики для построения траекторий развития.

The Russian economy faced serious problems: a shortage of labour; economic sanctions, and high depreciation of fixed capital. The economic policy of the Russian authorities is inconsistent. It includes the desire to increase investments in fixed capital is accompanied by their artificial restraint through monetary and financial policies. Indeed, the scientific literature makes various proposals for economic policy changes. However, we believe the insufficient attention is paid to the objective possibilities of accelerating the renewal of fixed capital. The purpose of the study is to determine the growth opportunities of the Russian economy in 2024-2030 on the basis of accelerating fixed capital renovation. We used methods of mathematical statistics and simulation modelling. Information research base: official statistics. We constructed two objectively possible trajectories of the Russian economy development for 2023-2030 have been constructed in terms of accelerating fixed capital renovation. According to the research, the trajectory with a higher rate of capital renewal provides a significant acceleration of economic development and significantly reduces the country’s dependence on equipment imports and exports of raw materials, even with a reduction in the total number of employees. To realize the potential of economic growth, changes in property relations, effective management system are necessary; their essence is in the formation of national economic planning through indicative planning, foreign trade, currency regulation, and nationalisation of management.
