Rail transport occupies a unique place in the structure of passenger transportation, providing reliable and affordable connections between countries and regions, and serving as a system-forming factor in the development of many sectors of the national economy. The relevance of studying the potential and strategic directions for the development of rail transport in our country during a period of significant foreign policy changes is determined by several factors. Firstly, in recent years, due to the introduction of sanctions and entry restrictions in a number of countries, we have seen an increase in public interest in domestic tourism and international travel to the southeast. Secondly, driven by technological advances, passenger demands for the quality of service and safety of rail transport have significantly changed. Thirdly, the problem of territorial disparities in the development of national rail infrastructure remains unresolved. Determining the development prospects for rail passenger transportation, taking these circumstances into account, can contribute to addressing long-term socio-economic challenges. However, it is important to recognize that environmental changes (external, caused by civilizational transformations, and internal, associated with changes in demand and needs) can create both challenges and opportunities for improvement. Therefore, the objective of this study is to combine the following three aspects: - Identify ongoing changes in the development of rail passenger transportation caused by the transformation of foreign economic policy and the imposition of sanctions against the Russian Federation; - Determine actual trends in the development of rail transport and passenger transportation, emerging under the influence of the imposition of foreign sanctions; - Identify bottlenecks and opportunities created under the influence of foreign policy events, including the processes highlighted at the beginning of the article, the implementation of which will predetermine the further development of rail transport either as a factor limiting the growth of the Russian economy or as a source of its sustainable development.
